Temporary Mercury Lane Closure Works

As part of the City Rail Link project, Link Alliance is undertaking trenching and ducting works in Mercury Lane to futureproof the neighbourhood’s electricity supply on behalf of Vector. The works will take place from the northern end of Mercury Lane down to the entry/exit point of Wilson Parking on Mercury Lane.

The road will close to vehicles on the evening of 28 April 2024 (from south of the Cross Street intersection, to the start of the Wilson carpark entry) and will re-open once the works have been completed. Access to residents will be maintained throughout the works through traffic controllers.

What work is Link Alliance delivering?

To ensure the neighbourhood is futureproofed for potential development, Link Alliance, on behalf of Vector, will be installing a mixture of high voltage (22Kv) and low voltage (11Kv) cables within the road reserve in Mercury Lane.

This work requires excavating a trench on Mercury Lane, 1.2m deep and 1.2m wide and approximately 150-metres long, from Karangahape Road to the Wilson Parking entrance.

This work requires a temporary closure of the lane to vehicles (excluding residents and businesses) from late-April to late-June 2024 and will be undertaken in a staged manner to minimise disruption.

Vector futureproofing works not associated with Link Alliance will extend to Cross Street, Canada Street and East Street.

How long will the work take?

Work started on 29 April, with the road closed to through traffic on the evening of 28 April 2024. Work is expected to be completed by late June.

The works will be carried out across two stages:

Stage one (three/four weeks) beginning 29 April: the southern corner of the Mercury Lane/Cross Street junction to the entry/exit point of Wilson Parking on Mercury Lane
Stage two (four/five weeks) scheduled to begin 23 May: top of Mercury Lane to the northern corner of the Mercury Lane/Cross Street junction.

It should be noted that the above timeframe may be extended and the stage two start date may change, dependent on progress made during the works. Any programme changes will be communicated in a timely manner.

During what hours will construction take place?

The works will take place 7am to 10pm, Monday to Saturday.

Why does Mercury Lane need to be closed to traffic?

Trenching and ducting works require the excavation of the road pavement in Mercury Lane, from Karangahape Road to beyond Cross Street. This work requires the use of excavators, dump trucks and other large machinery, which means there is not sufficient room for the road to remain safely open.

Is the closure of Mercury Lane permanent?

No, the closure of Mercury Lane is temporary for the Vector futureproofing works. However, Auckland Transport’s Karanga-a-Hape Station precinct integration program (Project K), which is scheduled to start soon after the futureproofing works are complete, proposes to turn Mercury Lane into a shared space with access from Cross Street.

What type of impacts will construction generate and how will you mitigate?

Construction impacts such as noise, dust and vibration can be expected during each stage, as well as the following impacts, specific to the staging:

Stage 1: Cross Street remains west to east traffic flow. Small detours for vehicles with associated delays

Traffic Controllers to allow access to the bottom of Mercury Lane via Canada Street.

Stage 2: Cross Street switches to westbound traffic flow

Traffic Controllers to allow local access to residents and business on the top of Mercury Lane via Cross Street and at the Mercury Lane/Cross Street junction, depending on where the works are taking place.

We will alert motorists prior to our works starting with VMS (variable message sign) boards at strategic locations to reduce the number of commuters who use Mercury Lane as a ‘rat run’. During our works the VMS boards will let people know that a detour is in place and Wilson Carpark remains open.

To lessen the impact from our construction the team will use noise mats, coordinate the best timing for noisy activities with stakeholders where possible, and we will undertake additional noise and vibration monitoring to ensure our activities are within consent guidelines.

Will I still be able to walk along Mercury Lane while the works are taking place?

The current footpaths will remain open for most of the works and temporary walkways provided to guide pedestrians safely around areas of the work site when required.

Will the temporary footpaths be accessible for all users?

Those with accessibility needs will be able to use the designated walkways, which remain wide enough for strollers and wheelchairs. Traffic Controllers will be on hand assist as required. Signage will request people ‘walk their wheels’ along walkways when using a bike, scooter or other active travel mode.

Can I still use Wilson Parking on Mercury Lane?

Wilson Parking on Mercury Lane will still be accessible throughout the duration of the works via Cross Street and Mercury Lane (via Canada Street), but access and egress will depend on which stage of works are taking place. Please follow the sign-posted diversion in place when you are travelling to the carpark.

Stage one is scheduled to begin on Monday 29 April 2024.

What will happen to the parking spaces and loading zones on Mercury Lane?

Unfortunately, parking spaces and loading zones on Mercury Lane will be unavailable during stage two but are expected to be available during stage one. Nearby loading zones can be found on Karangahape Road by the rainbow crossing (south side) or opposite East Street (north side).

Will the businesses on Mercury Lane remain open during the works?

Businesses on Mercury Lane will still be accessible on foot while road works are taking place.

How will you support businesses during construction?

Businesses in the area will stay open while construction is underway and we are committed to supporting our neighbours throughout construction.

We will have traffic controllers on-hand to assist with business deliveries and our nighttime security patrols will have an increased focus on the area. We will also look at installing additional lighting if required.

We will continue to work closely with the businesses near our construction area to understand how we can help during construction and several assistance initiatives are already underway i.e. wayfinding, parking, promotional scrim, business promotion, access, loading for services etc).

The Communications team will install appropriate wayfinding around the works site and weekly site audits will be carried out to confirm wayfinding is in place and accurate.

How will you help maintain security during construction?

We will use fencing that keeps the area open and well lit, such wire fencing without scrim and noise mats removed in the evenings.

Where required, we will install temporary lighting along the footpaths to keep the area well-lit when there is lower natural light.

I live in an apartment nearby; how will I be impacted? How can I stay updated?

You will always be able to access your building by foot and, if you have a driveway, we will maintain vehicle access as much as possible. If we do need to temporarily restrict access to your driveway, we will speak to you or your building’s manager beforehand to understand your needs.
